In join_pool.rs

//Fundraiser access control check
    require!(project.admins.contains(&payer_key), ProtocolError::NotAuthorized);

However in joinpool test case u havent added payer to admins list

let admins = [ adminKp1.publicKey, adminKp2.publicKey];
