We already have a feature for pollution, but what about making some industrial processes make a product just labeled " HAZMAT" and make it both a liquid form and a solid (like garbage). HAZMAT will have severe consequences for the ecosystem in open air, so if a chemical processing plant dumps hazmat near a farm field, the crops will be contaminated and die. The ground would then need to be dug up, and transported to a waste area, fresh dirt brought in to in-fill after hazmat removed.
It would open up a few more professions:
-Fire Department: if someone reports hazmat they can respond with a hazmat truck and haul the material to a waste transfer station
-Materials Handler: work in the waste transfer/ superfund sites (a dump for hazmat) to contain it, they do the logistics of processing hazmat.
-Waste Disposal: helps to make sure emergencies dont happen in the first place if plays dispose of their waste properly
gameplay elements:
-Fire Department: could open new roles for fire, rescue, health, emergencies, technical rescue
-Garbage trucks, deployable dumpsters, recyclers, waste incenerators
-Waste Disposal- down the line work at the dumps/scrap/salvage yards. Cranes, shredders, recyclers, or building materials to help safely store hazmat.
(This could expand upon the power generation aspect of ECO)
For Example: Nuclear Waste, needing an engineer to build leadded flasks to contain radioactive waste.
