Is your feature request related to a problem? Please describe.
Problem: When route admin/welcome-email-edit is loaded, use_custom_welcome_email flips back to false, using the default thank you email template.

Describe the solution you'd like
Once custom template is chosen, keep it regardless of page load.
Describe alternatives you've considered
