Is your feature request related to a problem? Please describe.
I would like to prepare rundowns while not on-site, but ATEM resources are unavailable in the GUI unless the ATEM is present.

Describe the solution you'd like
Ideally a checkbox to force-enable ATEM (or other) resources for programming purposes. Maybe by using a cached "last-seen" status or just enable all resources, independent of switcher model?

Additional context
Maybe this is already possible, and I've just missed how to do it?
