special characters - driver error

1. Which driver are you using and version of it (Ex: PostgreSQL 10.0):
   PostgreSQL 11.2

2. Which TablePlus build number are you using (the number on the welcome screen, Ex: build 81):
   Build 86

3. The steps to reproduce this issue:
   When I try to establish a connection from a host that is not in the pg_hba.conf, an error message appears
   The message displays special characters as question marks.
   Maybe it's a utf8 problem??

Noted: If the bug is related to data, please attach an example SQL data.

Here's my report for the issue (the actual issue is not with the connection, but in the text encoding of error message).

Unicode characters in connection error window issue

When I connect to a pg DB the window appears:

The PostgreSQL DB server locale is Ukranian, as well as Windows setting for 'apps that does not support Unicode' (it's default value for Windows installation) if that is related to the issue.

Well I will agree.
This is Windows-wide issue. Fortunately, there is 'Unicode UTF-8' beta support checkbox in Windows settings that fixes encoding bug for most apps including TablePlus (but also breaks the encoding for some old apps).
