I believe the right way to go about this is to first identify specific speakers we can want to attract. (Exactly the opposite of what you propose.) Same thing for key attendees we want to target. Then we can easily ask ourselves, "If this event happened given these participants and speakers, what would the theme and topics be? And what beneficial outcomes would it produce and for whom?"
What is our purpose for this? It needs to be specific and measurable. Nothing like "Spread the code bra"
I really want this conference to be focused in our goal for it. Then we can find the right topics and speakers.
