Work needed for Classroom Observation subtest

The upcoming assessments in Tanzania is in need of using the Classroom Observation tool. I think it can work fine without much needed in the way of 'new' features, as the instrument is fairly small.

Right now, however, I can't seem to edit question-level items in an Observation subtest. There is no event on clicking 'edit' in the Subtest Editor.

There are also minor changes requested to the button label for 'Abort' for this group. The preference would be for having 'Teacher has ended lesson' instead of 'Abort all observations.'
