Steps to Reproduce

He created the world, got into the twilight forest, ran, everything worked stably, the effects of the darkness of gorenje were superimposed, after a little run he went back to the upper world.

What You Expected

What Happened Instead

But for some reason, the effects did not overlap, and there were no barriers either, you can break everything without even fulfilling the necessary conditions for this

Is this bug also present on 1.21.1 and would you elaborate on what the bug is, exactly?

If you mean to say, that the mod allows you to break blocks while under the effects of a locked biome. Then this is not a bug, it is intended. You are only restricted from breaking blocks if next to a locked structure.
