Describe the solution you'd like
it should be straightforward enough to implement this functionality though since we cache all the register values on Tiva.

Is your feature request related to a problem? Please describe.
It seems that it's desirable to amend the OC-GPIO spec to allow OcGpio_read to return the state of output pins. The SX driver will currently return 0 for any reads performed on output pin.
