背景：在pipeline中有时会由于基础组件（如网络、DB、mq）或pipeline组件（如程序BUG）等原因导致pipeline异常，而为了避免打扰用户，期望有相应的运营工具可以辅助排查或自愈

期望：
pipeline检测工具：可以对某一个pipeline实例进行检测，了解异常原因
pipeline修复工具：可以对异常pipeline异常辅助处理（如有影响需要有手动确认操作），将pipeline恢复到某一节点
