Add Cambium 2023 GEA regions

Cambium 2023 redefines GEA regions. See first paragraph of section 2 here: https://www.nrel.gov/docs/fy24osti/88507.pdf

We will need the revised GEA regions in order to use Cambium 2023 data with ResStock. I suggest we make a tsv and keep both versions for now, similar to how we have multiple versions of other variables such as income.
