Community patch being developed

Under the oversight of Gazebo, WHoward and others, there is a new DLL mod being developed that is going to tackle some of the persistent problems that plague CivV.

If this team ever gets back into swing, this is probably an area where help should be offered. DLL modding would look at a lot of the issues that CEP is trying to tackle and may actually be a better alternative to some of the 'hacks' that have been used so far.
