Speaker Enrollment: Know where speaker left off when they come back to enrollment page

Is your feature request related to a problem? Please describe.
The speaker enrollment doesn't remember what step you are on when you leave and come back to the page.
This is causing confusion and duplicate data entry for the speaker.
Currently when coming back to the enrollment page, when an enrollment is not complete, the speaker is always brought to step 1, choose your tickets.

Describe the solution you'd like
When a speaker comes back to the enrollment page when their enrollment is not complete, they should be at the same point (or at least close) to where they left off.
