DPL/DPO: [ERROR DPL-0033] detailed placement checks failed

Describe the bug

After PR #6690, our private designs failed with the ERROR DPL-0033. The warning message [WARNING DPL-0007] One site gap check failed (16). is also present, and is a clue that it is related to the mentioned PR.

Expected Behavior

No failures in DPL after automatizing the disallow_one_site_gaps detection for DPL and DPO.
