VDOT could run on Server 20xx

I just tested and VDOT runs fine on Server, but you have to specify 'WindowsVersion 2009', or VDOT will detect 'ReleaseID' of 1809 (in the example of Server 2019). VDOT then looks for an '1809' folder, doesn't find it, then many things don't run. When it finds the '2009' folder (by specifying 'WindowsVersion 2009') there are some items that don't exist on Server, so errors are generated, but those are normal...not problems.
