Codespell: Ignore URIs and emails?

In #29814, codespell is flagging a spelling mistake in a link URL which is a false positive in this case. The codespell config can be simply amended to ignore URLs (and emails) which would resolve this, and I would PR this but wanted to run this by the team first in case I'm missing any cases where you'd still want the codespell action to run on URLs and emails normally.

I can't think of any example where you'd want codespell to work for URL's or emails.
