[Bug]: Discharger not working with two energy hatches

Issue Summary

I assume the discharger multiblock requires too many minimum hull blocks for it to work with two energy hatches. While this might make sense because it doesn't actually use energy, it is confusing at first because there's no indication why the multiblock won't form.

Reproduction steps

1. Build discharger multiblock with two energy hatches
2. Multiblock won't form
