Description

The python-ligo-lw package does not run build on Python 3.12 (tried on Mac and Linux). See issue here: https://git.ligo.org/kipp/python-ligo-lw/-/issues/29

Therefore gwtm_api cannot be installed on Python 3.12 currently.
