[BUG] empty shortform transclusion should not do anything

IMO, this should not happen:

i.e an empty {{}}, and any forms thereof, e.g {{||}} should be treated as an exception and not "do" anything / block recursion.

Believe me, it's way better to have it do that than what it was doing previously: it recursed for "centuries", effectively bricking your session.
