Introducing hetzner-cloud-deploy-server-action

hetzner-cloud-deploy-server-action is a GitHub Action that allows GitHub users to automatically deploy any type of Hetzner Cloud servers. Hetzner is a zero-carbon infrastructure provider. The GitHub Action's inputs allow specifying if an instance should be deleted after the workflow run.
