We could hit getRecentPeformanceSamples and use numTransactions / samplePeriodSecs to derive TPS.

Anything below a certain threshold could cause a "degraded performance" message to be displayed. I'm assuming this would either return a value of zero numTransactions or an error during outages which we could then also use for a notice.
