Describe the bug
Textarea placeholder color and look aren't correctly on IE11
The issue is similar with this one #893, but it's for textarea

To reproduce
Create a textarea with placeholder and see it on IE11.

Expected behavior
The textarea placeholder should look the same on all browsers.

Framework usage
React 16.8.6
TS UI Comp 12.3.6
