minimal config boot

it would be nice if cryptogull could be booted with only the bare minimum configuration specified. let's say it would be fine if it failed if any of the following config items were missing:

• discord token
• prefix
• log folder
• qud install folder

last i checked, there are at least a couple obstacles in the way:

• lxml errors with "Unicode strings with encoding declaration are not supported.". this may be related to the game version? the one i tried is build 2.0.209.43 (1.0.1)
• the reddit cog is not gracefully disabled by default when its config is missing

there may be other issues to check for
