List of build tools to assess

When completing an assessment we should create/add to a list of features we want to assess each tool against

Some of these tools are more package managers than build tools but they are all relevant to building

• Make
• CMake
• fpm #26 fpm
• SPack
• FoBiS and in PyPI

Not sure if this is the right place for it, but @krishnakumarg1984 mentioned the lfortran compiler project

I'll add fcm to the list, as the package managing system the MetOffice uses for LFRic

As a package manager I don't know how useful it is - it's a wrapper for SVN that the MO uses - but it also has build options built into it
