Merging theme files

I'm in the process of merging the theme files so at least the mobile-tapbar and mobile-ios-tapbar themes will be merged into one. CSS @supports for the win!

I would suggest to go with three themes then:

• normal layout desktop, no tapbar mobile
• normal layout desktop, tapbar mobile
• tapbar for both

This would result in just setting the theme once and not doing it separately for every device like it is now.

Any ideas regarding this approach? Any alternative solutions?
