Consider not publishing position (and speed) for statusses with no or a frozen lap count (aka make NoResults and PreResults consistent with FinalHour and FinalScore)

Recently, changes have been made based on #26 to no longer publish positions in cases where position has no sensible meaning. Currently, both FinalHour and FinalScore no longer publish a position (or speed). I would consider doing the same with NoResults and PreResults, since in those cases the position also has no sensible meaning.
