Create Landing Page in CDA for WM Site Transition #1006

USACE Water Management is in the process of migrating their public sites, which consume CDA, to cloud infrastructure.

We are also updating the sites to modern technologies.

And they will all be under the domain https://water.usace.army.mil when this happens.

This issue is a request to put a page documenting this transition of these sites.

It would serve as a centralized place all districts can reference via link in their banner.
