Describe the bug

During the ATTAINS Tribal Training, approximately 30 users attempted to install TADAShiny using R Studio and the code below. About 10 were not able to because GitHub only allows a certain number of installs per hour (rate limit exceeded).

We ran into the same issue during the Shepherdstown WV training a few months ago (both TADA and TADAShiny repos).

Hui suggestion to add zip file to TADA website so users can download from there.
