EM-3193 PPC/ Regulators cannot select Site Contacts for correction requests part 2

PPC/ Regulators can not select handler Site Contacts (or other contacts with email addresses delivered from the view that populates the Add Existing User modal on the regulator side of the application). for correction requests.

Steps to recreate

1- As a regulator or PPC user initiate a correction request

2- Optional; add the Corrections request information

3- Select “Add Existing User“

4- Try to select a Site Contact delivered from the view (Please note user can still select RCRAInfo users as long as they do not also select site contacts). Notice the user is read only.

Acceptance Criteria
(x) PPC and Regulatory users can Select handler defined Site Contacts with email addresses(including site, manifest, corrections, etc contacts) on manifest correction requests. Emails are then sent to those email addresses

(x) PPC and Regulatory users can Select handler using the Select all checkbox

(x) PPC and Regulatory users cannot select contacts that do not have email addresses. (See CAD982007965 for context)
