Create hourly SC observations and dynamic attributes

Not needed until hourly meteorologic driver data are available, just recording thoughts:

Create target for hourly SC observations
Create target for hourly dynamic attributes
Compute sub-daily lag attributes for hourly datasets (e.g., 1, 3, 5, hrs)
