Add Streamgage & raingage symbols to spiderfy

In FEV, when a user clicks on overlapping symbols, they fan out to help them click the one they are trying to interact with. In the current version, stream and rain gages are not included in this functionality, making selecting them difficult at times. This issue is an enhancement request to add that functionality.
