Add Buoy layer

After the call Hans and I discussed with Athena about the timeline for this work. Goal is to task a student come summer. This topic will also be discussed at the next STN User Group call.

Depending on the condition of the services this may be an easy lift. If it because a big lift, we should let Athena know so she can ask for funds.
