Wateruse (used for Ohio and Maryland and District of Columbia)

Feature Description: Provides a summary of water withdrawals and discharges within a delineated basin
Inputs: Start year, End year, Basin?
Outputs: surface water per month, ground water per month, ....?

USGSPMM3 added the Priority 4 label

This functionality could be a level 2 for states that don't have specific functions around equations (like Ohio)
