Add a point layer for dams in the national application.
Add a shapefiles for each dam showing upstream basin for the dam (may need to pre-delineate basins)
Use client and map services to determine percentage of delineated basin that is upstream of dams (similar to state based functions in MT and CO)
Retrieve regulation metrics being computed in CPGs from S3 or ScicenceBase of labmda servies
