Implement an interface for qualified users to delete service requests

I deleted multiple service requests and info was removed but not the whole thing.
I was confuzled and deleting the comment, not the service requests. There is no way to delete the service request in the client. See Blake's comment below.

Circled in red are the deleted service requests.

I hard refreshed the page but they were still there.

There is not a way to delete a service request in the WHISPers client even when you have permissions to do so. This may be confusing for admin users. Original comment above is wrong about deleting the service requests.
