Parsing NOAA weather data for use in analysis

Typically NOAA data comes as a .txt file. After changing to a .csv, the Date is always the 3rd column (YYYYMMDD) and Time is always 4th column (HHMM). In addition, there is an additional row (Row 1) of useless data at the top of the file. If VOLTTRON could handle this it would be fantastic to use in cases where analysts have meter data but no OAT data.
