Switch to strict pyright

This will need many ignores, or to upstream a bunch of types.

• Likely Docker will be the biggest obstacle.
• Brisque will be an issue, but perhaps we can switch to piq:
  • Pytorch (Pytorch for Python 3.12 not available pytorch/pytorch#110436) does not support Python 3.12 yet. This blocks torchvision supporting 3.12, and then blocks piq.
• Some fixes have been proposed at Add a number of properties to PIL.ImageStat.Stat python/typeshed#11303
• Some fixes for Werzkeug have been proposed at Use more precise type for formparser.MultiPartParser.parse return pallets/werkzeug#2841
