Return pre-mapped VRS object even in absence of post-mapped VRS object

Currently, VRS objects are only returned for a variant if both the pre-mapped and post-mapped VRS objects were successfully generated.

In cases where the post-mapped VRS object cannot be generated, such as mapping failure or due to an unsupported variant type, return the pre-mapped VRS object.
