This issue is "fixed" in Forge .2045, MinecraftForge/MinecraftForge@f4e8804, Charset needs to be updated to use the RegistryBuilder because Forge is removing PersistentRegistryManager.createRegistry() in 1.11. https://github.com/Vazkii/Charset/blob/1.10/src/main/java/pl/asie/charset/lib/wires/WireManager.java#L9

Edit : Charset will crash with Forge versions .2040-.2044
