Enable/improve IL modification through workflows

What is the feature you'd like to have?
I want a better ability to modify ILs through workflows. Ideally this API has full functionality, safety in usage, clear examples, and good documentation.

Is your feature request related to a problem?
There are many problems with analysis which can only be solved through a workflow that modifies ILs (barring some major structural change), but the API and DX for doing this is incomplete and challenging to use.

Are any alternative solutions acceptable?
N/A given this is what we keep telling people to use
