Hairstyle available on mirror but not on character creation

Tips to reproduce, I tried on IPC and shell IPC, don't know if that has anything to do with it.

Related to species tags on the accessory.

What is the bug here?
a) Not every hairstyle has a species_allowed tag set in accessory_hair.dm, causing hairstyles to be available to all species
b) Inconsistent settings (in the given example, "Ponytail Wavy" allowed for IPCs, "Ponytail, Wisp" is not) in accessory_hair.dm - who decides?
c) Mirrors don't check for species_allowed tag, allowing hairstyles that are not appropriate for the character
