So that this works do i need an nvidia card just to make a build and then the build will work with an ati card or i need an nvidia card to make it work for the build also?

Hi dpggit, as the requirement says, this plugin is based on the VRS which is a technique of NVIDIA Turing architecture GPU. So no matter development or building to binary, the target PC should have NVIDIA Turing based GPU.
