prevent playback on OV for items not in ORR #155

Collections or exhibits that feature records that are intended to be metadata-only because the media has not be cleared for ORR can still be played on the OV website.

This will most often appear in the Programs content block because we are rarely able to clear full programs, but we still want to share metadata about them.

Rock and Roll features the 10 programs in the series, but the programs are not in the ORR. The program records all have their Level of User Access set to "On Location". Despite that, the two programs on the OV collection page can be played in full without being on VPN or the GBH network.

there was a mistake in the ORR check for this embed route specifically, so I'm correcting on the aapb side - @phigg this raises the question of what the user should see in the player when the video isn't authorized to be played - should they see the thumbnail/player box but just with no play button, or some kind of message about the ORR status?

@foglabs I'm not sure how to fit a comprehendible message about ORR status into each thumbnail, but I added a message above the players the other day to hopefully get that point across:

We should definitely drop the blue play buttons and play button thumbnails. Do you think adding another fall-back thumbnail that has a document icon-type thing would help get the point across?

Can switching to a text record thumbnail be accomplished using Level of User Access from AAPB?

@foglabs realizing now that the document icon is a black outline and not a white one. is that something you have tools to change easily, or should I look for something else?

@phigg I like the doc icon! I should be able to switch it to white pretty easily, and I think that should get the point across.

and I'll also get it so the play buttons hide based on the record's ORR and digitized status - thanks!
