Plan Refactor the Transcript Editor Ingest Workflow

The process of ingesting a transcript in to the transcript editor is a collection of rake tasks that requires ssh-ing to the machine and running a rake task that wraps up a number of data gathering tasks that pulls info from AAPB to create the record on the transcript-editor instance. When this process errors, it can stop an entire ingest and the error messages are not always immediately clear.

This ticket is a request for developers to review the ingest process, determine ways to streamline/improve that process with the ultimate goal of allowing admin users to trigger an ingest of transcripts in to an instance of the transcript-editor that doesn't require a developer to run the rake tasks.

Done when developers review the ingest process and make additional tickets for refactoring the ingest.
