[TASK] Convert HSS signing Key to a Project Signing Key

@RobBryce please find out what it will take to get a real signing key for this application under the name of the project. Please report back int his ticket.

We bought this before: https://www.ssl.com/certificates/code-signing/
We got an Organization Validation (OV) certificate, registered to HSS. For this, it needed to verify Heartland's physical address and mailing address. Requirements are listed here: https://www.ssl.com/faqs/ssl-ov-validation-requirements/. I don't know how you will register a signing key with a project, not a legal entity.
The key we purchased is set to expire in a few months.

@nealmcloughlin we need a new digital signature, that is not in HSS's name. Can BC help with this?

@spydmobile This is not likely something BC can help with and deserves a Exec discussion. I tried for over a year (after a non-refundable payment) to get a digital signature when I was with AB. The companies that provide digital signatures are set up for the private sector and make it very difficult for government agencies. It also wasn't easy for HSS.
