Allow text input of point for rapid watershed delineation (RWD) #3564

Add a text input box in the left pane to allow direct input of a lat/long for watershed delineation. Currently, given a know lat/long, you must use the map search box to navigate to that lat/long and then hover over and click on the point to get as close as possible to the desired point.
