Rename options that are "switches" into a "Switchboard" options panel.

On that options panel, it need to automatically build switches based on modules that are being activated in the theme config file. The goal is to move most everything out of the root, have the site check for modules and then automatically set them up on the swtichboard. Also consider that "loading order" of modules may need to be set.

Also consider going through more WordPress "on off" type of options and adding them to the switchboard.
