remove 960.gs and enable static width on responsive design

Currently the theme is complicated by multiple CSS framework options. We can simplify this by simply always using the responsive framwork and having an additional, optional stylesheet load that makes the site "static width". This allows us to remove the 960 static width CSS framework making the theme much more lightweight.
