There are different heading structures in the chapters. We should do this consistently.

# Milestones Chapter 1: Catching up on 2013

# Building Blocks: The evolution of WordPress
## Chapter 2: BuddyPress

# Building Blocks Chapter 5: WordCamp US Philadelphia

Building Blocks Chapter 7: WordCamp Jurisdictions

I would propose the following:
