What kinds of things should user be able to do, and which should we lock down?

i'm guessing we'll want to enforce the header/footer/sidebar layouts, typography, and colors? Maybe other things once we get into the FSE weeds?

I suspect at first we'd just want to lock everything down, and then unlock things as the need arises.

AFAICT, this isn't possible yet.

There's no need to have theme there, and they easily get out of date when templates change.

There might be some benefit in the future, like template locking (#14), but right now YAGNI.

So far, the only compelling use case I've found for allowing user to edit templates is the Rosetta site menus
